A report on the three-year “Land Law Initiative,” a collaboration between Landesa (then-called the Rural Development Institute), the Indonesian National Land Agency (BPN) and the University of Indonesia Graduate Faculty of Law, which ended in July 2004. The project had two primary objectives: (i) to develop drafts for five foundational land-related laws through a well-informed and participatory process; and (ii) to strengthen BPN capacity to draft laws and regulations that are technically sound, participatory and informed, and that benefit from comparative experience. The report summarizes project accomplishments, describes the legislative drafts produced, describes the training and research conducted, and offers recommendations for helping Indonesian policymakers move forward in improving the legal and regulatory framework for land relations.
